Domestic sugar prices have strengthened significantly on stocks concerns, with Kolhapur (S30 grade) sugar prices rising nearly 15% over the past month to above ₹44,000/ton. This has naturally sparked market speculation about the possibility of India allowing sugar imports to ease domestic inflation.

 

But the more intriguing question is:

Could imports enter the picture before the 2026/27 crushing season begins or is that a card the government only plays if domestic supplies keep tightening? That’s arguably the million-dollar question the market is trying to answer right now. Worth remembering, though: trade policy is entirely the government’s call, and imports are just one lever among several it could pull not necessarily the first one it reaches for.

 

At this stage, however, imports appear to be only one of several policy options. Before taking that step, the government could instead tighten stock holding limits, move from monthly to weekly release quotas, or revisit sugar diversion towards ethanol production

 

More likely near-term levers could include:

  • Tighter stock-holding limits on mills and traders
  • Shifting from monthly to weekly release quotas
  • Recalibrating how much cane gets diverted to ethanol

 

 

The other key variable is weather.

El Niño is strengthening. Sea surface temperatures in the Nino 3.4 region have continued to rise, signalling the development of what could become a very strong El Nino event with 97% chance of persisting into early spring 2027 and an 81% chance of becoming a very strong event.

 

While improved monsoon rainfall during early July has eased some of the concerns created by June’s rainfall deficit, precipitation remains uneven across some sugarcane-growing regions, keeping uncertainty alive. The bigger concern is not only the 2026/27 crop, but also the impact on Adsali and Pre-seasonal cane that will contribute to the 2027/28 harvest.

 

 

 

The real question: Will Policy or Weather end up steering this market?

Until then, the Indian sugar market is likely to remain one of the most closely watched market in the global sugar equation.
